Yes you can. your parent or guardian must sign up the form MV-44. also, New York Motor Vehicles requires at least 50 hours of supervised training of 15 hours must be night driving in order to take your Road Test.

1. Show your New York driver license. 2. You must take and pass all New York examinations that apply to your license class and endorsement requirements. 3. Show proof of social security number. 4. Meet New York driver record eligibility requirements as determined by the State. 5. Fill out an application including certifications. 6. Pass the required knowledge and vision tests (before, a CDL Temporary Instruction Permit will be issued). 7. Pay the New York CDL fees. 8. Schedule, take, and pass your New York CDL skills test.

The first step is to get your NY learner permit. you must present at motor vehicles in New York: proof of name, proof of Date of Birth and your social security card.the second step is to come and do the prelicensing course (5 hour class NY). then you go and take your Road Test.
